Governor Cllr. Ebenizar Z. Gibson is a distinguished Liberian lawyer, economist, and educator with over 20 years of experience in both the public and private sectors. He is a proven leader with a strong commitment to economic development, financial inclusion, and good governance.
Governor Gibson holds a Master of Arts in Economics from the University of Nairobi, Kenya, and a Bachelor of Laws from the University of Liberia. His career spans various high-level roles, including his current position as Governor of the Central Bank of Liberia. He has also served as Managing Director of Mesurado Law Partners (formerly Dean & Associates Law Offices) and has been an instructor in the Department of Economics and a Legal Advisor at the University of Liberia's College of Business and Public Administration.
His professional experience includes roles such as Deputy Managing Director at Mesurado Law Partners, Chief Executive Officer of CAMIEL, Inc., and Project Economist for the Enhanced Integrated Framework (EIF) at the Ministry of Commerce & Industry. He has also held key positions in the Ministry of Labour, including Assistant Minister for Trade Union Affairs and Social Dialogue, and has worked as a consultant for organizations such as the United Nations Development Project (UNDP) and the International Organization for Migration (IOM).
In addition, Governor Gibson has served as a Projects Consultant for the Ministry of Labour, Acting Project Economist at the Project Management Office of the Ministry of Finance, and in various consultancy roles for the Monrovia City Corporation and the Department of the Budget at the Ministry of Finance. He has also worked at the U.S. Embassy in Monrovia as Director of the Information Resource Center and as a Self-Help/Democracy and Human Rights Coordinator. Early in his career, he gained experience as a Junior Analyst in the Research, Policy, and Planning Department of the Central Bank of Liberia and as a Junior Auditor at the Metropolitan Accounting Firm.
Governor Gibson’s expertise spans a wide range of areas, including monetary policy, financial regulation, economic development, banking law, corporate law, contract law, international trade law, and public policy analysis. He has published works such as his Master's thesis, "Determinants of Commercial Bank Interest Rate Margins in Post-War Liberia," and the article "Liberia's Fiscal Prudence: Tax Policy and Poverty Reduction," which appeared in Front Page Africa in 2012.
